Same problem here, using PMS v1.18.9.2571 on a Synology DS918+.
The web UI works fine (I can browse libraries, play music and video no problem).
The Android and iOS apps both show my server as offline. I can switch users though, which means the server is’t totally dead.
I’ve tried:
Clearing data in the mobile apps.
Connecting via Local LAN or remote.
Lately (in the last 3 months or so) Plex has been pretty unstable for me (server unresponsive, playback issues, crashes on Shield, missed TV recordings etc. etc.), and all I’ve been doing is updating to the latest PMS about a week after it becomes available.
It was solid as a rock for around a year, but lately it’s been a plate of spaghetti inside a dumpster fire.

I can still use Plex via the web UI, in both Chrome and FF, so I think the server is responding just fine.
CPU, disk I/O and memory usage on the NAS are all nice and low.

Android app: Works via LAN, but does not work via WAN.
I haven’t changed anything in my Nginx reverse proxy, which continues to work fine for the other ~15 services I run through it. And seeing as the web app works via WAN, I’d say it’s rather unlikely to be the RP.
I see that there is another update for PMS (1.18.9.2578), I will install that and see if it helps!
I “solved” the issue by disabling IPv6 in Plex’s network settings. What I don’t understand is why this became an issue recently (I’ve had this enabled for as long as I’ve had Plex installed). The most likely answer I can think of is that a recent PMS version (possibly v1.18.9.2571) changes something related to IPv4 / IPv6.
