Plex on NetGear R9000 Refuses Connection

I’ve had this issue now for a couple of days. The Plex Server refuses connection. The access is through the router IP Address with the following string 32400/web/index.html for the URL. The error that I get is listed below:

This site can’t be reached

999.999.999.999 refused to connect.

ERR_CONNECTION_REFUSED

I have tried to cold boot the router. I’v tried disconnecting the USB Drive and switch off the server and then turn it on. Nothing seems to work. Anyone ever see this?
