I have been having this issue for several months since upgrading to 1.18.xxx. Every iterative upgrade since had been having a problem. I just upgraded again today to 1.18.1.1973-0f4abfbcc, and it was still skipping. I started a video and quickly changed to “PLAY ORIGINAL QUALITY” and it played without a problem. So something is going on with my transcoder, maybe?
I’m experiencing this problem on both Chrome and Edge browsers when using transcoding.
I had the same issue but i just changed Server update Channel to Beta under the server settings and downloaded the latest Beta version.
After a quick test it seems like the problem is gone…hope this helps!

I am also get skipping regularly with certain videos (high bit, I believe) through browser only, but MacOS client app works fine. It is NOT transcoding, but direct play (Original/max quality) both remote and local has same issue when viewing through chrome browser.

Can confirm skipping happening as well. Only in Chrome WebUI. I’d like to downgrade. If I do will I lose all my settings, custom posters, etc?
Nope. Just uninstall, then reinstall the PMS. Done! 
Having the same issue
I was noticing this problem too on certain movies direct play (and not just HD movies). The skips seem to happen at the same spots, if there’s a skip, since the skips don’t always happen consistantly.
ANYWAY, I just switch to the beta channel as well (v1.18.2.2015) and the skipping appears to be gone. I will keep a close eye on it, but this seems to be very promising so far.

I am also on 1.18.2.2015 and having this issue. This issue has persisted for several months, and it is maddening.

I am having the same issue! I am running Plex Server Version 1.18.2.2029 but not sure what the webplayer version is. I am watching from Laptop in chrome browser on local network via https://app.plex.tv/desktop.
Using 1.18.2.2029. Mine is skipping forward a few second about every 8 seconds, despite the fact that I just updated the server to the very latest version. (It seems like every time I want to use Plex, it prompts me to install a server update - hey, I’d just like to watch a movie, not spend my life updating software.) I am using the Chrome browser on a Google Pixelbook Chromebook. Never had an issue before. Don’t have an issue streaming to the TV. Why is the web player doing this? Crazy!
1.18.2.2029. I’m only experiencing this in the Chrome web player. Not on iOS or in the macOS plex client. I messed with a bunch of transcoding setting but none improved the situation.
This is confirmed still an issue with Chrome and Firefox Web Player on Win10. It is far worse on Chrome/Win10, nearly three 2-5second jumps ever minute.
I have remote users complaining of this issue via web browsers, too. On Version 1.18.2.2041 and Windows 10.
