This is happening to me as well:
PMS (Ubuntu 18.04), v1.18.2.2058
Playback in Chrome on Windows 10 and it skips every few seconds.
Been having same issue after upgrading to 1.18.2.2058 and only on Chrome Web Player.
It appears it may be the Auto Quality Adjust (beta) feature for the web player.
After turning it off so far it has not skipped yet.

Was hoping to at least see something about them attempting to resolve this. Having the same issue, except for the fact that I can convert to the highest quality or automatically and it is just fine. I am taking up space for these high bit rate movies, but have to transcode them.

Same Issue here.
But seems pretty random. Sometimes it plays like charme, somtimes it happens one or two times and sometimes there are multiple skips per Minute.
AppleTV, Plex for Windows, iPad, iPhone -> all fine. Only WebPlayer on Chrome seems to have this issue.
Would be nice if this would be fixed 'caus PlexMediePlayer for Windows doesnāt like my Multi-Monitor-Setup and refuses to start in Window-Modeā¦
Iāve been having this issue as well, and it seems to have gone away (for the tv and film atleast, havenāt fully tested music), but specific spots that woudl repeatidly skip are no longer skipping. I disabled āAutomatically adjust quality (Beta)ā in Settings > Quality. Hope this helps!
I started having this problem back in June 2019 and posted in a different thread.
None of the updates Iāve applied have fixed anything. Iām on the current release (1.18.3.2156) and I have checked the button on the quality tab that will auto adjust but that doesnāt fix anything.
I use MakeMKV primarily and I canāt say whether this started after an upgrade to MakeMVK or if itās strictly a Plex issue.
Very annoying.

I just started experiencing this on my server with a recent update to 1.18.3.2156. I might try downgrading to resolve, but it looks like this issue has been around for a while.

I have been having this issue for quite a while. As in about a year. Give or take a few months. I notice it MOSTLY if not always on Chrome. I always have the latest versions of Chrome and Plex as well as Windows 10. (insider previews updated every few daysā¦)
Nothing has changed since it started happening no matter what version of each I am on. As far as I can see it is only with Chrome locally that I have the issue. Running Plex on a seperate monitor on the Plex server computer.
And to make it even more of a pain in the assā¦it is random when it happens. It may happen on one out of 10 episodes of a show or it may happen on 1 out of 3. It may not happen for weeks at a time. When it does happen, sometimes clicking the āback 10 secondsā button will go back 10 seconds and it happens at the same spot. Sometimes clicking that back 10 seconds button does nothing as it appears that the video gets āstuckā at that skip positionā¦you can manually drag the time/position slider back to say a minute before but the skip is almost (oddly, not always) always still there.
Sometimes shutting down the playback totally, restarting the video from 0 or even (at times) from just before where the skip was will fix the issue. Sometimes restarting Plex will fix it. MOST of the time it does not. And even worst is that there may be 1 skip in a video or there may be 50.
I have not noticed it on movies. Only on TV show episodes. I have also noticed (maybe related, maybe unrelated) that occasionally a 24 minute tv episode will show a time of over 2 hours. This is quite rare but it does happen. And once it does I have to reset Plex to get it to stop doing it for THAT episode. Seems to happen with files of AVI or MKV to most but a few times I have seen it on mp4ās as well. And for me, the jumps are usually 2 to 5 seconds. Just enough to miss a key part of the show. LOL

Some file keep skipping when its over 10 mbps and 1080.

I am also having this issue. Video will skip every few seconds while doing direct play through Chrome. If you change to convert and choose any quality, even the highest available, the video will play with no skipping. This only happens with the web player, when watching through my LG TV everything plays with no issues.

This did not work for me.
First time posting in the forums. Been having this issue for a long, long time but only in Chrome web player on my home server PC. Insanely annoying, I end up sing MPC to watch items now locally just to ensure it doesnāt skip.
Wanted to chime in that the same issue is happening to me on Firefox and Chrome. My client is Manjaro and my server is running on a windows machine. Seems to only happen on the manjaro client, running a browser on the same machine as the server does not seem to present the issue. Also, like many others, android app and smart tv app seems unaffected. Here are some details about some of the videos it is happening in:
