Have you checked if the conversion is paused. I believe that setting is per user so you need to check as that user.
I am having the same issue. There is no conversion tab in the managed user’s settings. Admin user is able to convert and sync no problem. Conversions are not paused. Managed user is stuck on “wating to convert” and has no conversions tab available.
