Attempts to view logs in console is show “Server settings are unavailable”

It is doing a database fix up from an earlier bug that caused your db to grow excessively, you should let it finish.
Did your server ever begin responding again?
Carried out an install of the previous version without issue.
Server was fully responsive.
@pl_5309 advised to let it run, so upgraded again and left it.
Server was responsive, but did not see a decrease in the dB backup sizes
How large are we talking?
