To reproduce this issue, simply play the attached media file in Plex Web set at 12Mbps 1080p. You will be able to hear stuttering throughout the video.

Intel CPUs don’t report 0000 unless /proc/CPU is being manipulated.
This will often occur in a VM.
Yeah I think I got scammed on this CPU. I put Plex Media Server on my laptop and ran the exact same movie, and the stutters appeared in the exact same places. Here is the log:
It’s a i7-8750H from an Aero 15x v8. The plex server is hosted locally on my computer so there should be no network issues. The input file plays fine on VLC. The stuttering is still there when I try to play through Plex Web.
Like I said, I can’t help with Windows.
I can see some things but don’t have any Windows systems here (not even a VM) and it’s been several years since I did.
I am retagging this as server-windows so that others will find it.
