I fixed this issue by deleting the appdata for plex In windows file manager, go to c:\users%your user name%\appdata\local Delete the Plex folder Start Plex The App should now start but you will need to re-login

Same here with the last version (1.30.0.2105) on a fresh win 10 pro install.
But work fine with the 1.29.0.1885 version.
