Just moved and have no internet for 2 weeks. LOCAL NETWORK is up, but I cant access plex from any Smat device on the lan.
Also, I tried specifying the local lan on the network tab, 192.168.0.1/24. IS that right, I dont see any examples in my searches. Or do they want it entered this way: 192.168.0.1/255.2555.255.0?
When I check the remote tab this what ip is assigned on the inside interface it does not show one.

You should if the server is running natively on your Windows.
You might want to enable the remote access (big yellow button at the top of that settings page)
It’s best to enter it as a range (i.e. 192.168.0.0/255.2555.255.0.)
Regarding seeing Unknown IP, try fully shutting down the Plex Server (the program/app, not the device itself, unless you want to) and restarting. That’s fixed that specific thing for me before. Like tom80H said I would also enable remote access, that may be a factor here but I’m not sure because I always have it on.
