I have checked over the user permissions, the user we are trying to switch to has access to all libraries -
Looks like it’s unable to find a working server with a music library.

Since this has worked for years, if anything it might be a glitch related to the movement of some cloud servers across regions, leading to slow/timing out requests in some cases, but I don’t think it’s a new bug.
I have resolved after a reboot of the Plex server. It appears that for some reason the main account can access and use the music, but until a restart has occurred secondary accounts get the issue.
