Nope. occurs with any and all Nvidia drivers, from many months ago to current version, through DDU uninstalls and fresh downloads etc.
Any windows scale setting, HDR or SDR mode…

Nope. Desktop computer, nVidia RTX 4080. Latest “studio” drivers. No such issues.
Is it only the Plexamp window which is flickering? Or the whole screen?

hmm. snip tool doesnt record at 60fps and you cant see the issue at 30…
Ill try another record method one min…
Edit again:
I realized my recordings (snip tool, OBS) were in fact recording at 60hz, but Plexamp was not outputting a 60hz redraw,
I set Nvidia to force its own scaling onto the plexamp app and it seems to have fixed the issue.
maybe plexamp is reporting some low power state to the OS, thats why it flickers when I stopped interacting with it? etc dunno.
