Since the changes to the Plex privacy policy and the removal of the data collection opt-out within PMS I’ve held off all updates and stuck on 1.9.0.
Is this setting when enabled still being honored by Plex and my data not being shared?

Yes, the checkbox in older versions is still respected.
For newer clients and server versions, the check box is now here, where it affects all clients and servers which are connected to your Plex account:

I’ve seen the newer online setting on that webpage as well but cannot really determine whether or not what I’m opting out on there is the same as it was prior to 1.9.0, it seems to leave more room for interpretation, so at least for now haven’t updated yet.
If the server owner has opted out but the user playing hasn’t, the client will send optional playback data but the server will not.
So you can “control” (not really) only for your account.
If you have a family member added to your server, Plex will gather everything.
My opinion: they gather everything nevertheless.
