PMS will not start Nvidia Shield beta 1.25.8.5663

After updating to the latest Beta on Shield Pro 2019 PMS doesn’t even start, if i go into the Player app settings it doesn’t show at all.

I have rebooted many times, nothing shows!

So not only is Hardware transcoding broke, the entire server is now broken.

Please advise.
