Server Version#: Latest I could download from Plex.tv today

My Plex system seemed to be getting flaky after I moved some media around between drives and in the end I decided a clean reinstall would be sensible. So I followed the instructions in the forums and did a full uninstall of Plex and a reboot before downloading the latest PMS file and putting it in my applications folder.
When I click the Plex icon to get it started, it bounces and bounces and bounces, and eventually stops after about a minute. No install script seems to run. Just sits there. It seems to be running, but doesn’t open a browser window. I’ve even tried browsing for 127.0.0.1:32400/web to try and talk to it and get it setup. Nothing.
Went looking for server logs, but…there isn’t even a Plex Media Server directory that’s been created in ~Library/Logs/ directory. So it doesn’t seem to be getting far.
I’m running on an iMac, Big Sur 11.4, and currently with VPN disabled. Any tips on things I can try to try and breathe life back into the system?
