I cannot acces PLEX outside my network. Settings list the port to forward as 0. I have never ever seen this before.
Any and all suggestions appreciated.

If your router is using port 0, something is wrong. Port 0 is reserved for other uses. Use another port.
It is not the router using port 0. Plex sever under remote access is automatically picking port 0. When I try a manual port still no joy.
Plex does not pick the port. If you set it to automatic, then PMS will use UPnP with your router. Your router is picking that port and telling PMS what to use. So the 0 could mean that UPnP was not able to pick a port. If you choose a manual port, make sure to set the port forwarding rule in your router too.
I suggest updating to latest beta (1.14.0.5468) which fixed two bugs impacting remote access
