The Plex Pass is bound to the Plex account. You’ll have to sign out both your Plex server and all your clients and sign them in to your new account.

Not “uninstall” but “sign out”.
Uninstalling won’t always achieve what you’re after. Particularly not on the Windows server.
I tried to sign out on the shield it’s not seeing the new email address…do I also need to sign out on the server on my desktop
On the desktop you even need to sign out twice.
Once on the server (do it there first!),
once on the web app.
When I sign out on the nvidia shield I have to login the 4 passcode sent to me and it then asks me to sign up for plex pass which I already have
You can only use the 4-digit passcode after you have logged out of your old plex account and logged in to the new plex account.
Don’t do that before you have transferred your server to the new account.
Start with the server.
Then do the web app. Then clear the cache of the web browser.
Then do the rest of the apps.
Maybe important tip: use your web browser’s ‘incognito’ / ‘privacy’ mode when signing into your new Plex account. That way you can make sure that no cached info from your old account can interfere.
