Previous Server Died -- Fresh Install -- Unable to get Setup Wizard (Ubuntu)

My previous plex server died (VM-based), recently installed PMS on a fresh VM (Ubuntu server). When I go to http://serverip:32400/web, I get redirected to log in, but I get sent to my account page and it’s looking for a server.

If I go to http://serverip:32400/manage/index.html#!/setup, it just says: You don’t have any media servers yet.

I’ve removed/deleted all devices under my profile. I’ve checked the Preferences.xml file but it does not list anything in this article (https://support.plex.tv/articles/204281528-why-am-i-locked-out-of-server-settings-and-how-do-i-get-in/).

Created a fresh Plex account that did not have any reference to the previous server and I get the same results. Not sure what else to do.

My media is stored on a NAS, so I mapped the new server to these shares. Is there anything stored there that could be causing issues?

Go into the VM itself and use http://127.0.0.1:32400/web using the VM’s web browser.
This is because, by default, VM’s are on a different subnet (as if remote)

Thanks ChuckPA! This is a headless server, but moving a PC to the same subnet as the VM allowed me to get to the setup page.

Headless server uses SSH tunnel

ssh -L 8888:127.0.0.1:32400  ip.addr.of.host

sign in and let sit idle

In local browser tab:

http://127.0.0.1:8888/web

Edit: If it got paranoid on you (it will); Stop PMS, Delete Preferences.xml; Start PMS, now do it.
