if it’s still not working, please share the server logs – given in this case you won’t be able to access those from within the web app, you’ll need to lookup the Logs folder in the newly created server data directory (see path above; zip the folder and upload it).

I the logs wasn’t there, and I’ve done everything I could to no success

Just to clarify:

• you have restarted the Plex Media Server and it’s icon is showing gin the system tray?
  

• can you open %LOCALAPPDATA% in the Explorer – does it show a new Plex Media Server folder (after you had initially deleted it when doing the full uninstall)? If the server’s data directory is there… what folders does it contain?
