Problem with Not available outside your network

I’m having some problem with plex in terms of remote access not available outside. I’m using my synology ds218 and yes I used private ip address which is my plex server for my synology and I access my dir dlink 822 router for port forwarding which is 32400 for tcp and udp and typing my private ip for plex on my dlink router. Then I try apply it onto the plex and it didn’t work. I don’t know what’s wrong with it.

I’ve tried rebooting my router and my cable modem and restarting my synology ds218+ then tried entering port forwarding in virtual server and tried the actual port forwarding server but trying to enable remote access again it didn’t work at all.

I talked to my isp and I can confirm that they are not using CGNAT and I’ve tried using only port forwarding only. I’ve tried again and it still didn’t work. My ISP provider is teksavvy located in canada.
