I have a TS-453Bmini and manual updates work just fine.

AT what point in the process does it stop/fail/not work?

Iā€™ve tried different package downloads as well. All give the same result.

That doesnā€™t look good.

What are these being downloaded with? Itā€™s known that some browsers will truncate the file.
