I recently visited one of my family and they had an issue on a new LG Android tablet where it stated they must have a Plex Pass or pay $4.99 for the client. There was no way around it so they purchased the app.
Then another issue appeared stating "An error occurred trying to play a video, reboot PMS and the app (on several videos). It worked fine from an iPhone and the Roku device.

I don’t think there’s been a change when it comes to the charging approach:
as a non-Plex Pass user you need to unlock the mobile clients
this is a one-time activation per user, connected to the respective environment and app store account
you can use the same activation for multiple devices using the same account
activations don’t work across different platforms like iOS and Android
using different App Store accounts requires multiple activations
if the users have a Plex Pass of their own, no app activation is required
managed users within your Plex Home should benefit from your own Plex Pass (if I remember correctly)
Could you share some more details as for the model / OS version of the phone / version of the Plex client / version of the Plex Media Server…?
