Questions about transcode

Hello everyone,

I will have a server computer built soon and it will be using Proxmox:
x2 Intel Xeon E5-2670 V3
x2 Noctua NH-D9DX i4 3U heatsink
x1 Supermicro X10DRH-CT motherboard
x4 16gb RDIMM ECC
x1 GT 710 2GB Low Profile
x1 Kingston 120GB SSD (for Proxmox)
x1 Samsung 860 EVO 1TB SSD (for VMs)
x1 Corsair CX750M 750w PSU
x1 Antec P101 case

I was told that GPU is needed to transcode better? I can throw GTX 1660 Ti in it if that works better? The goal is to transcode 1080p for ~4 people at same time with no issue. Everyone in my household watch videos inside home and outside too with subtitles so transcode is always used. Is the GPU okay? Should I go for cheaper Quadro instead? How many threads and RAM needed to meet this?

Nice chart, I see that 1660 Ti supports all of them. So 1660 Ti is able to encode/decode up to 3 at same time?

Yeah I am looking at Quadro too. They are really expensive. I am trying to find a Quadro that fits my budget. I appreciate your help!
