I’ve been using the Plex app for several years on my TV. For the first time, I would like to install it on an Android tablet. I’d like to know if video playback is free, as it is on my TV, or if I need to subscribe to the Premium plan. If a subscription is required, I’d like to clarify something: when subscribing to the Premium plan, will it be active only on my tablet, or will it also apply to my other devices (TV, iOS)?

Playback in the Plex mobile apps is not free. At least not when you are looking to play content from private Plex servers.
(playback from the ad-supported “Movies & TV” library on plex.tv is free)
You certainly can subscribe to a Plex Pass, which would unlock all Plex Pass benefits to your plex account (and all devices therein).
However, if you only want to unlock the Android mobile app, you can do that with a one-time payment per app store.
