Quick Sync unstable on i7-14700K – (hw) appears briefly then falls back to transcode

System:

  • Intel i7-14700K (Intel UHD Graphics 770)
  • NVIDIA RTX 5070
  • ASUS TUF Gaming Z790-PLUS WIFI
  • Windows 11 Pro (fully updated)
  • Plex Media Server (latest version)

Issue:
Intel Quick Sync hardware transcoding is unstable and does not stay engaged.

Behavior:

  • Playback initially shows (hw)
  • Within seconds it drops back to normal transcode
  • Sometimes playback becomes unstable or stops
  • Behavior is inconsistent across attempts

What works:

  • Direct Play = perfect
  • NVIDIA GPU transcoding = works perfectly
  • Software transcoding = works perfectly

What does NOT work:

  • Intel Quick Sync does not stay active

Troubleshooting completed:

  • Clean install of latest Intel graphics driver (from Intel website, clean install option used)
  • Verified Intel UHD 770 active in Device Manager
  • Disabled Windows automatic driver overwrite during testing
  • BIOS settings:
    • Primary Display: PEG Slot
    • iGPU Multi-Monitor: Enabled
    • DVMT Pre-Allocated: 256MB
  • Hardware acceleration enabled in Plex
  • Hardware-accelerated encoding enabled
  • Tested with:
    • Intel UHD 770 manually selected
    • Auto selection
  • Multiple files tested:
    • 4K HEVC
    • 1080p H264
  • Forced lower quality playback (SD/720p) → same issue

Observed behavior:

  • (hw) appears briefly, then disappears
  • Falls back to CPU or unstable transcode
  • Happens even with simple 1080p H264 files

Additional context:

  • This is a brand new system built specifically for Plex and Intel Quick Sync
  • I normally use AMD systems, but switched to Intel specifically for Quick Sync support
  • System is otherwise completely stable
  • Network is local and stable

Looking for:

  • Known issues with UHD 770 / 14th gen CPUs
  • Known Roku client limitations
  • Any required Plex settings beyond standard hardware acceleration
  • Whether this is a Plex issue or Intel driver / Windows interaction
