The TV ‘passes’ the remote signal to the pi (thus the use of the remote that comes with this TV; you can have a receiver in between the pi and the TV also). It works perfectly with rasplex. I am trying Plex Media Player (1.06) on the pi and it doesn’t work perfectly.
Correct, HDMI CEC works great with Rasplex. I use it with my Panasonic TV. Just make sure you check your settings on your TV so that CEC is enabled and will allow the commands to pass through to the RPi3.

Only if the TV supports CEC, not all Samsung TVs do (I have 1 in the bedroom that doesn’t that was bought after the one in the living room that does). If your Samsung tv is a smart TV it should be fine.
