Remote access IP address issue

So I’m having issues getting remote access working. The Plex server (running on Synology SRM) is showing that my private IP address is the same as my public (and is my public address). In other words:

Private 174.73.16.xxx : 32400 <— Public 174.73.16.xxx : 32400

I can access from inside my network at http://192.168.1.1:32400. Can’t access from outside LAN. Any ideas?
