Have you already tried enabling a manual port forward in your router instead of using UPnP?

Basic troubleshooting should always include looking if you can actually access that public port on your router’s public IP address from outside your home network (e.g. using a service like canyouseeme.org).

  • If the router’s public IP / specified port are visible/accessible from outside your home network, this implies the issue is between your router and the PMS (incl. both endpoints)
This could be a problem with the port forward itself or some filtering/blocking inside your network…

  • If it’s not accessible/visible, this implies the issue is between “the internet” / your ISP and the router (incl. both endpoints).
This could be the ISP blocking certain traffic or how they’re operating their network. It’s certainly worth to check if you’re actually getting a routable public IPv4 address from your ISP to start with.
