I am having the same issue as well as my friend that I turned on to PLEX in the last month. It’s been so good the last couple weeks after a series of glitches. All of a sudden, we can’t access our server libraries on our phones. He’s in FL, I’m in TX. I replaced the app on the phone. Updated the software, re-enabled remote access. So it’s definitely online. However my phone (Galalxy Note8) is suddenly can’t see the server, just says it’s offline. Tried to reset the login and that didn’t work. Seems it might be a bug in the latest update. When I left the house this afternoon, surprise, it worked. But got back home and we’re back to unrecognized. Will try the cookie cleanse suggestion next.
The other folks were having an issue specific to that login error. I won’t stop you from clearing cookies as it shouldn’t do any harm but not sure it will clear up the issue with apps accessing your server remotely
It didn’t work. And I’m stumped. I’m no expert at all of this, just an amateur. The server online says remote access is working. Yet rebooting, reinstalling the app doesn’t work. Just don’t get it. It’s been great up to now. Any ideas? I have no clue of how to port forward and with only Defender guarding the system at the moment, I’m not too keen on trying that…unless I have to. Thansk!
Port forwarding is just doing manually what UPnP tries to do automatically. If you go to canyouseeme.org and enter the port that it says is being used next to your public IP in the remote access settings does it show as being accessible?
Can you access it remotely from a browser? turn off wifi on your phone so just on cellular and go to https://app.plex.tv in browser to check

Canyouseeme.org said the port was inaccessible.
It became accessible when not using the house wi-fi. I haven’t quite felt confident enough to try port forwarding or had the time to take to figure it out BUT…
lo and behold, suddenly this morning, something parted in the waves and PLEX is working perfectly once again! Go figure! The router and modem haven’t rebooted nor has the computer since I tried it the other day. I’d sure like to know what might have happened just after the plex update, which seems to be when the problem started, so I can be ready to fix it when the next one comes down the line just in case. Do you think port forwarding preclude this?
One other thing…just checked canyouseeme.org again…and it still can’t see the port. Thansk!
