I set up My server so that a friend of mine can access it. When they try, it does not show my library. I looked up the settings in my server account and it says remote access not available Outside of the network. How do I turn it on?
If you have not please read through these. You may have to set up a port forward in your router.

I’ve forwarded the port to 32400. It locates the server, and I get a green check mark and a message that says: “Fully accessible outside your network.” After about 2-3 seconds, however, it turns red, and I get the message: “Not available outside your network.”
Plex shows the remote access status as „green“ while testing the connection. If it turns red after a few seconds, it just means it doesn’t work to begin with.
Have you already checked if your forwarded port is visible outside your home network? You can do this using a service like canyouseeme.org. If you do that, you can also verify if the public IP address reported by canyouseeme.org is the same one seen in the Plex Media Server‘s Remote Access settings and the WAN IP listed in your router.
I had this issue..
In the Windows Firewall open the 32400 port (TCP & UDP)..
Even if there is a Plex passthru in the firewall, you need to open the Port.
That’s what fixed my issue..
I called my ISP, and they told me that I had a dynamic IP address and that changing it to a static address would cost an additional $20 per month. Does anyone know if Plex will allow dynamic IP addresses in the future?
Plex has absolutely no problem with dynamic IP addresses. You’ll however need a publicly routable IP address (still IPv4 for many clients).
A static IP will do, but it’s not necessary. That’s just the ISP selling you more than you need.
I guess I’m not as tech-savvy as I thought. Would it be possible for you to outline the steps I need to take? I keep getting the “not available outside your network”.
This is what I found regarding my ISP on the internet.
It’s not about what you can do / change. You still need your ISP‘s support. You just don’t need a 20$/month static IP… they can keep assigning you a dynamic IP, as long as it’s „publicly routable“.
That being said, some ISPs will not offer you this option (not at all or they offer an expensive static ip as „alternative“). It’s still worth asking them about it. In some cases, users were successful with this (though it’s fairly rare).
