Plex Server is still saying that you have Manually specified port. Did you configured any port forwarding in your router to to IP .110?
If yes, remove them and then restart the Plex Server application

I do have the port forwarded. I’ll delete and reboot.

is there a way to restart plex without rebooting?

Try:

service plexmediaserver restart

So I have deleted the port forward from my router and have unchecked the manually specify public port. Still not available.

I had to reboot my PC. It was completely locked up.
