For some reason, every time I enable my “Remote Access” on my main computer (where my media is stored) it only stays enabled for a few seconds and then I have to retry to get it to connect again, only for it to disable again after a few seconds over and over and over…

Also, remote access is never really working. That is Plex trying to enable remote access. When it unable to do so, it changes back to “not available outside your network.”
I have the exact problem. Even when I put the plex server IP through DMZ in the server it still does the same thing… Driving me nuts.
Same troubleshooting steps apply to your case… at least to specify / pin down what exactly seems to be causing your issue.
P.S.: general reminder that placing a server/device is a bad idea unless you really know what you’re doing.
Manually port forward port 32400 from your router to your Plex server and then if the “Remote Access” tab is still giving you trouble then disable it and go to “Network” instead. Scroll down to “Custom server access URLs” and put https://your.public.ip.address:32400 and save.
If the port forwarding is set up correctly you should now have remote access and can ignore everything in “Remote Access” section.

yes I check the troubleshooting guide and followed the steps and Im still getting the red mark for remote access Not available outside your network
the remote access turns green and then red when I click to go to another page also tried checking manually specify pubilc port 32400 and it still remains red I have the plex container on docker and made the port forwarding setting on my router
The remote access status indicator turning red after a few seconds just means it never worked but Plex took those few seconds to attempt confirming the status (until noticing it’s not working).
With a container, things can be a bit trickier as the container tends to run on its own network/subnet. You need to make sure it’s configured to use your home network instead or forward requests from your router to the container‘s subnet.
All that being said… checking „manually specify public port“ inside Plex is not establishing a manual port forward on your router. You can only establish a manual port forward on your router… the option in Plex is used to inform Plex about what port you’ve set as the public port of that manual port forward in your router.
When you say you did the troubleshooting steps… to what detailed results? I understand it’s not working — the question is aiming at the individual findings of the various troubleshooting steps (e.g. can you access/see the specified public port on your router from outside your home network?).
the public port from plex is closed when I play a file from outside my network it shows indirect and playback is in standard
