Then you probably don’t have an externally accessible IPv4 address on your router. Hence you cannot use remote access except per Relay: https://support.plex.tv/articles/216766168-accessing-a-server-through-relay/
More and more ISPs don’t give out publicly reachable IPv4 addresses to their domestic customers. They put them behind a CGNAT https://en.wikipedia.org/wiki/Carrier-grade_NAT
Which is OK for regular internet use like surfing, downloading etc. But for Plex you are operating a server in your home.
So you need a way how this server can be addressed directly from the outside. And that is the puiblicly reachable IPv4 address.
Some ISPs can assign you an IPv4 address if they want to. Some ISPs want extra money for this, some do it for free and some don’t do it at all.
You need to contact your ISP and ask about it.

Found an interesting way around this…
I loaded the plex server to my phone and computer, the computer still says no remote access but its working.
I am presuming that it is going through the phone to the computer… as when I turn the phone off it stops working.
This to me would indicate that its not the router but some issue with the program itself.
Can anyone explain this?
Are you sure you installed the Plex Server on your phone and not just the client app?
Occasionally Plex will show the remote access status as “not accessible outside your home network” while remote access is actually working fine.

I will check that it is the plex server on my phone.
But as I said, if I turn the phone off it doesn’t work via the computer.

See below for setup with Google Nest Wifi and Google Fiber box.
For my setup I had to change the LAN IP address. The person from google Wifi said they had issues with numbers being too high.
Router LAN Address” Using example “199.173.86.1”,Change the 86.1 to 0.1. New Router LAN Address “199.173.0.1”. (Lan IP Change)
