Hi, Im having problems keeping the remote connection. It shows, “Fully accessible outside your network” then quickly goes back to “Not available outside your network.” I dont think Im behind a CG-NAT as my ip address starts with a 68. My ISP is comcast. All apps work on local network.
Disable UPnP (in router) and plex relay (in PMS settings) if you’re having intermittent connection issues. Because those will complicate your troubleshooting. Then add a port forwarding rule on your router. Are you using a router behind your Comcast router/modem? If so, do you have your modem set up in bridge mode?
When I started a plex server many eons ago, I was having these problems as well, and it was frustrating. So my advice is to get the port forwarding set up correctly and don’t rely on UPnP and plex relay.
Plex has a lot of guides on how to set up port forwarding. Even youtube has many guides that are specific to plex port forwarding.
Port forwarding is already setup. I have disabled UPnP on the router. Plex relay is also disabled. Modem is a basic cable modem so I dont think bridge mode applies.

It seems you’ve already taken some of these steps. A good next step will be to test if your WAN IP and the specified public port are visible from outside your home network. You can test that using a service like csnyouseeme.org — this is also a good way to verify if the WAN IP seen by this service, your modem/router and Plex match.
I am able to confirm the port forwarding is working on the canyouseeme sight and can access the PMS from the web ui using the external IP. I attached logs:

Im actually trying to troubleshoot why Plexamp cannot connect to it. I was thinking that its because PMS is indicating that it cannot connect remotely.
