So my old report closed. But let’s not mistake that for meaning the issue went away, I just forgot to babysit the thread and bump it again.

Hi, this has been an issue for awhile, and I know this has been reported before, but nothing ever came of it. The Fire TV client doesn’t seem to handle external ASS subtitle tracks. Plex Server sees them and lists them, and I can select them for playback, but they aren’t actually being played.
They should be triggering the playback to transcode back on the server in my case, and that’s not happening, and the Fire TV client is not trying to direct play them either, as I’d at least still see text if that was the case. All I get is the video direct playing (which isn’t playing right, but that’s a whole other topic), the audio, and no subs at all. If the subs are muxxed into the file they play back (as transcoded) normally.
I exported the ASS subs to SRT for an episode and added it to the server. I can select the external SRT version of the track and the subs display. Just not the original ASS subs, if they are external.
