I also have the quad tuner, same issue, but after installing the Plex for Windows App I can setup and and perform the scan properly in the app.

The most relevant message in the Plex Tuner Service.log is the line: web_service_t::get_device_status. get_device_info returned error for device dvb#tvbutler Nothing more to go on at this stage.
