I have exactly the same problem. Media show up when recommended content selected, but I get an error that the server is unavailable when selecting library for sync content. I deleted the app - frustrating because I had a lot of media. I reloaded it. I synched one movie from the iPad app. It showed up and worked. Then I synched another from the plex web. After that sync was executed then I got the same error. They show up under recommended but the error for server unavailable shows when selecting library content. Has to be a plex iOS app or server update that has broken the feature. Too many people with the same problem.
I was seeing the music library as unavailable however synced “on this device” library worked. Uninstalled and reinstalled plex fixed the music library being unavailable however after syncing now the “on this device” music library is unavailable. Uninstall and reinstall and then syncing again and the issue continues.
When I look at the sidebar it also shows the phone’s embedded server as offline.
