If I share my media to another Plex Pass user with managed home network sub-accounts (not plex user accounts). Will that Plex Pass user be able to let the sub-accounts access my media and set restrictions with them?
I know a work around would be for me to have them create user accounts and share to each individually. But, this is not the route I want to go as I will be managing them and not the other user.

No, this is not possible.
The only way around this is the workaround you already know.

Thanks, was just wanting to verify before having the other user upgrade to Plex Pass and find out it’s not possible.
User without an own Plex server usually don’t need the Plex Pass.
They can buy the mobile apps they use at the app stores for a one-off fee.
