Site cannot be reached connection refused

I keep getting connection refused. I have rebooted both plex and synology nas. This just started today after it asked me to make a pin. I have since removed pin and still gives same error.

I deleted the files and it had me re add my server…now I got duplicate one says online…the other offline hahahahaha
