When using regular collections, with the same name, from different libraries, there is a section that shows the connected collection. If there is a smart collection from a different library, it does not show up.

Actually, same-named regular collections will show up as related items in a smart collection. However it’s indeed not working the other way…
That being said… there’s an existing feature suggestion asking for this to be changed (or fixed).
