Sound Sync Issues If Frame Rate Switching Is On

I have been having the problem of have to either have a 200ms lip sync delay on my Denon AVR or 0ms depending on what movie or TV program I am watching from my collection which are nearly all in HEVC.

I just tried reinstalling Kodi on my Shield Pro and it manages to play them all with no lip sync issues.

Thus the issue seems to be in the Plex app.

Any thoughts? watching 24p media at 60Hz does introduce other issues.
