at first I couldnt get to my library and the usual solution was to upgrade or install plex server again. it didnt work out. so I googled and found a result
https://support.plex.tv/articles/204281528-why-am-i-locked-out-of-server-settings-and-how-do-i-get-in/ that suggested to remove these four PlexOnlineHome,PlexOnlineMail,PlexOnlineToken,PlexOnlineUsername
that was a big mistake, after that plex server was stuck ongetting ready.
Ive tried this article too https://support.plex.tv/articles/201941078-uninstall-plex-media-server/,
1- Initiate an uninstall for the Plex Media Server as normal via the Control Panel in Windows.
2- Delete the HKEY_CURRENT_USER\Software\Plex, Inc. registry key.
3- Delete the following directory: %LOCALAPPDATA%\Plex Media Server
4- If desired, you can also remove the Plex Media Server entry from your account on the Devices page of Plex Web App.
and still after installation again, it will stuck on getting ready.
is there a solution that completely removes the plex server?
