So when I try to stream this title, the subtitles are permanent and the bottom of the picture is cut off and of course there’s no way to contact Plex about the issue apart from this.

The movie comes from one of Plex’s providers. Plex will notify them about the problem, but it is up to the provider to fix things.
The forum is the correct method to notify Plex of problems with the service. Post in the Online Media Sources section and add the video-on-demand tag.
Providers never fix anything, so my hopes aren’t high. But thanks for letting them know.
