For me its happening something similar on the latest update today, it is happening with Movies and other libraries. When I go to the library it says: “There was an unexpected error loading this library”.
If I try to add the folders again, it says ‘Your changes could not be saved.’ and doesn’t do anything.
My update was to 1.18.6.2368. Yesterday night was working without problems, even this morning before the update.

Plex News, Plex Web shows, Movies & TV works without problems in any client, it’s the local libraries that are not working. I have set the clients up as well to log without authentication in the local network, so if there is no internet it should be able to work for local streaming and I had no problems in the past. I can watch some libraries, for example right now I can watch the ‘Fitness’ library and browse it to any video and play it. Same with Music, Photos. I can’t do that with Movies, TV Shows, and others. For Live TV, if I check any live channel get a response back of ‘Response error Code: 5000’. Try to play any item from the DVR Schedule responds ‘Couldn’t retrieve the play queue of this item. Please try again.’
I updated to the latest Plex 1.18.8.2527. Same behavior.
Plex web is 4.20.2. I’m using the web page locally on my local computer and same outcome. Creating new libraries ended with the same output, it says “This library is currently empty”. Only a few libraries work. Also the Live TV doesn’t work. It shows me the Guide correctly, but shows me an error “Could not tune to channel”. DVR is not showing anything recorded since March 31st as well.
I have give up, and Uninstall and Install again… Same problem, since it seems to pickup the same previous settings… not the same as starting from scratch. Any ideas on how can I start with a clean slate? Obviously this was the last choice, but definitely Plex is not working since last week with no luck deleting libraries and installing new ones… Same with Live TV that is not working.
Which library files? Can’t see the image you posted… 
I want to completely reset on my terramaster too as the database seems corrupted. I cannot find the plex media server directory to blitz it either… help!!!
