So… when I try to fix a meta match, Plex Movie is the only agent that shows in the drop-down. TMD is showing in Settings/Agents but is greyed out. What am I missing?

That behaviour is perfectly normal if your library is using the new agent.
If your library is configured to use the Plex Movie agent, you cannot pick specific legacy agents for individual items. You can however still use their ID to give Plex a hint if the file name isn’t clear or the movie itself might be „special“.
The server agent settings are only used to configure legacy agents… the configuration of the current-generation Plex agents applies to individual libraries and can be found in the advanced tab when editing a library.
If I may ask… what movie are you failing to match using the Plex Movie agent (and how are your files named)?
Tom, thank you so much for enlightening me of the setting within the Advanced tab of the individual libraries. Setting TMD to the default scanner there allowed me to see all agents as choices in the drop-down tab in the other screen.
The movie is Clash of the Titans (1981)… a classic! 
Keep in mind that the legacy agents will probably go away at some point… so this might work for now but it’s not necessarily a sustainable solution.
Why exactly didn’t you want to match the movie using the „Plex Movie“ agent?
Largely because PM wasn’t even giving me a poster for the movie. I would have had to drop a URL from TMD, so I figured… why not simply download all of the MD from the agent that is inclusive?
That points to an underlying issue. I get posters for pretty much everything that plex matches.
Might also be related to some takedown requests where Plex was forced/required to remove posters for legal reasons.
