Same here. Top shelf stops working after some time. Force quitting and restarting the App helps but it will stop working again.
This has been happening to me for months now as well!!
I tried the things in this thread that seems to work (for some):
Re-installing Plex—didn’t work for me.
Setting home screen to default—still didn’t work for me.

Top Shelf is back working for me on today’s beta 7.11 (22336).
I also had to force quit the App and reboot the box, not sure exactly what jogged it into life but so far so good … famous last words?

Working just fine after updating this morning!
I updated to 7.11 on one of my ATV 4Ks, but I’m still not getting Top Shelf functionality. I also restarted the Apple TV, but that didn’t help.

I updated to 7.11 and the top shelf started working. However, as soon as I try managing the home hub manually, it becomes very buggy and eventually stops working. After switching to automatically manage the hub, it started working again.
Signing out then back in resolved for a short period of time, but then stopped again. Uninstalled the app, reinstalled: same story.
The home hub itself is not functioning properly when manually managed. If I remove an item, for instance, it either is not removed or removes everything else. The order is not representing the actual order on the Home Screen , then the active items shown in the hub don’t correspond to the what appears in the Home Screen. The hub is extremely buggy, almost impossible to manage.
So the only option to have the top shelf working for me is to set home hub to automatically manage, but it’s unacceptable as I have more than 8 libraries and don’t want all of them to show in Home Screen.
Also, as soon as I disable all hubs trying to add only the ones I want, the Plex media starts showing in the top shelf, but all thumbnails are in low resolution.
I should add that today I happen to set up an additional Apple TV 4K from scratch, and that Top Shelf is working on that device.
Next I will try logging out and back in from the Plex app on the other devices. I hesitate to delete and re-install the app, because I have One Home Screen configured on all the devices. If I delete Plex on one ATV, it will delete it from the others. But I’ll see what happens.
Amazingly, signing out and then back in to Plex on my 2 other Apple TV 4K devices made Top Shelf work again. I do have some weird issues with trying to manually set the Home Screen order, but that’s a different issue for another time. It’s really nice to have Top Shelf working again, and hopefully it stays fixed!
Yes, something is broken with the Home screen… 
Top Shelf seems to work much better now, but as others have said, something is really wrong with the Home Hub that appears to be affecting Top Shelf (as well as the Home screen). Particularly if you set it to manually manage and not automatic.

Is there anyone still having issues with the shelf who do not have their home screen set to manually manage hubs?
There does seem to be something not working quite right when set to manually manage I’ve raised an issue about.

I set it to manual - didn’t work. I set it back to auto and it worked once and immediately stopped again.
It seems to be ok when home hubs managed automatically, but the Plex movies and other content thumbnails in Top Shelf are extremely low quality, they are absolutely degraded.
The Home Hubs still cannot be manually managed at all, it’s completely broken. All Home icon indicators of the added hubs are inaccurate, it’s impossible to understand what’s going on. Adding one hub breaks another one or adds a bunch of others. Same story when removing which eventually disables the Top Shelf.
Spoke too soon, the Home Hub is set to automatically manage, but the Top Shelf completely disappeared.
I’ve only just discovered and updated to v7.11. Unsure when it came out but my AppleTV just picked it up last night.
It has notes about a fix for the shelf. I had to set it to automatic to get it working again, but after that changed it to manual and made it so it only had the options I wanted and … the shelf remained!
It seems to double up the options and then not show all of them. For example I had Continue Watching, On Deck, recently added TV, recently added Movies. It sometimes wouldn’t show the movie row when I was trying to get it set up (I don’t currently have anything on deck nor to continue watching so I’ll test those rows later). Eventually got it working though after some fiddling (unsure what specifically I did as the setup currently looks exactly like an earlier one that didn’t show the movies row).
It took 9 days, but I did lose top shelf on one of my ATVs. I reset the home screen to defaults, and top shelf came back.
