Trying to watch live TV away from home network

I just bought a SiliconDust HDHomeRun CONNECT DUO [https://www.bestbuy.com/site/silicondust-hdhomerun-connect-duo-solution-for-free-live-ota-tv-and-dvr-black/6079607.p?skuId=6079607] and was able to connect it to my antenna and router. I also purchased Plex premium so that I could stream live TV. Plex works fine when I am connected to my home’s wifi, but when I connect to a different wifi network and try to watch a channel live it doesn’t work (I get an error “unable to tune to channel”). I am assuming there some way I can watch live TV away from my home network with Plex? If that is possible, what have I not done right to this point? Also note: I would call myself a noob, so I might need clarification on more technical things

Can you watch stuff in your regular server libraries remotely? Which Plex app are you using remotely?

I can watch live on my phone using the Plex app from the Android store.

What isn’t working is when I use my browser to watch on my laptop (this might be because I am connecting via a hotspot through my phone - the connection might be too poor?). When I am connected to my hotspot, remote access says “Your server is signed in to Plex, but is not reachable from outside your network.” Otherwise, when I am signed in on my home wifi it says "You can access this server from signed-in Plex apps or in a browser at https://plex.tv/web."

Sorry i am not clear. Can you watch live tv on your android when remote?
