I have read all the posts and I’m having the same issue with TV Butler not detecting channels. Let me describe my setup
OSX Sierra 10.12.6
Plex Server 1.7.5.4035
TV Butler 100tc
DVBLink version 6
I have install and configured DVBLink server software on my Mac and all is working well (see image below)
Next I went to Plex Media Server and selected DVR (Beta) and ran through the wizard. It detects my TV Butler (see below) as well as my local region (UK). I run a channel scan for all UK frequencies and no channels are found?
I have also reinstalled PMS and have also scanned all European frequencies with no luck. Seeing the following in my log:

I also have a question: -
Do I need to have DVBLink software installed in order for Plex to detect the TV Butler?
I have attached my logs and I’m hoping someone can figure this out! This literally is my answer to cutting the cord!
So I realised there was a new PMS Update for Plex Pass subscribers so I downloaded PMS 1.8.0.4109 and performed a fresh install (used CleanMyMac to completely remove PMS).
Still having the same issue but the log reads somewhat different now:

removed dvblink software
rebooted OSX
rescanned but this time chose a single frequency opposed from scanning all UK frequencies e.g. Crystal Palace and it found the channels.
Looks like you don’t need the DVBlink software and there must be a bug in the full frequency scan
