Two HDHomeRun PRIME Units: 6 Tuners but Plex will only use 3 of them

Hi Guys. I have had this problem for years and I just have not been able to solve it. I have a Plex server running on my Synology NAS. I have 2 HD HomeRun PRIME units each with its own activated cable card. These HomeRun PRIMEs are both in Plex with the same channels activated. In the Live TV & DVR section in Plex, they both show up normally with 3 tuners available from each HDHomeRun PRIME totaling 6 available tuners. I know that the tuners from each of them work fine through Plex because I have unplugged one unit at a time to prove that I can stream from each of them through Plex.

My issue is that when I am recording 3 channels at the same time and I try to watch a 4th channel, Plex tells me that I have no available tuners left and asks me to stop recording one of the other 3 things I have recording. It seems like although Plex can see all 6 of my tuners, it thinks I only have 3 tuners available. How do I get Plex to use all 6 of my tuners which are spread across 2 HDHomeRun PRIME devices?

Maybe the problem is specific to the Synology? Using Plex, on my windows machine, it has no problem accessing my twelve tuners concurrently, from my four Primes.
