Upload Bandwidth issues

Server Version#:1.14.1.5488-cc260c476 (so many chars)
Player Version#:current

Plex is not supposed to use all the bandwidth and yet it will do it for me:
“Tip!: The Plex Media Server is smart enough to prevent saturating the bandwidth value specified here. It will only use 80% of this for streams both to ensure that normal network requests can be completed and because streams have variable bitrates and will naturally go up and down somewhat.”

There’s supposed to be an option to limit bandwidth somewhere but I do no see any boxes for that.
I have a 1MBps max and it is using the 1MBps and not 800KBps, I have tried to set a QoS rule in win10 but it does not seem to work.
Has anyone an idea of how to fix this issue? Thank you. Will keep this post updated when resolved.

Settings → Remote Access → Internet Upload Speed

Edit: Requires a Plex Pass account.
See Remote Access

Aaah requires a plex pass for fundamental features like these.
Well I’m going to keep looking online to figure out how to limit this plex media server not doing what it says it does and I will post my results here!
If you find anything in regards to QoS in win10 let me know!

We have to have plexpass to enable a setting that keeps Plex from robbing 100% of my upload bandwith, which makes my home internet flakie? Wow, extortion.

I caved in and used the win10 bandwidth limiter but I had to add the missing registry key for that and now it works wonders!
