Video files in picture library don't play on android/tv

I created a picture library yesterday on Plex of my late wife which contained pictures of her life from a wee girl right up to our wedding a couple of weeks before she passed.

I shared them with her/our friends so we could see them when we got together on the anniversary of her passing, but the video didn’t playback for some reason?

The friend’s Samsung TV had Plex installed, but did nothing (loading circle, but nothing)
Testing on my android mobile I could hear audio, but the picture didn’t move past the 1st frame.
My Nvidia Shield is the same
My android tablet the same.
Desktop all and web players both work fine, so it looks to be just the android/tv apps that are having the problem… if it is a problem.

I get that there is a slight overlap putting video files in a picture library, but it is a “player” app and as it works on desktop/web, it should probably work on android devices too?

All versions are up to date (stable release) at the time of testing.

I have exactly the same problem - When I create a photos folder which has videos the photos play fine but the videos only show the first frame with the constant swirling circle… yet the audio plays fine… this occurs on my sony andoid tv and another tv which has plex app installed on a firestick…
However I do not have this problem when I view the same folder on my pc via browser…

There is nothing wrong with the videos as when I add the same videos to a normal movie folder they play fine on all the devices… so this is a specific issue with “photos” type folder on smart tvs…
